Some times the issue is playback, the other is it’s a game machine.
Nintendo itself claimed (calling it’s first US incarnations, “Entertainment Systems”) that it’s a gaming system. Fair, but really if you distribute old tv and films you know that your DVD and Blue Ray interfaces are filled with frilly nonsense and introduction.
Basically you can build that for any game medium if you have an SDK, all the menus and shit are basically like game UIs now.
So there has never been a reason on the console end why a game could never be played on a console, but distribution is.
It never took video playback as a native function. Ask distributors to do this, not console makers.
